A state service application is the container for state
service databases.
Using Windows PowerShell
1. Click SharePoint 2013 Management Shell.
2. From the Windows PowerShell command prompt (that is, PS C:\>), type the following command :
New-SPStateServiceDatabase -Name "State
Service Database" | New-SPStateServiceApplication -Name
"StateServiceApp1" | New-SPStateServiceApplicationProxy
-DefaultProxyGroup
